This draft report presents the results of an exploratory survey conducted in July and September 2018 to identify institutional and non-institutional actors in road safety in Benin as well as the relevant research areas for a doctoral thesis. It describes the legal framework for road safety and the social representations of the accident, in preparation for the final doctoral protocol.
